Paternity Questioned

As I was listening to the radio I heard of the case that was recently in the news. A man was ordered to continue to pay child support even though biologically the baby isn't his. I thought once a petition was put in for child support that the judge ordered the "father" to take a DNA test to actually prove that he was the dad. I think men absolutely should take care of their responsibilities without a judge ordering them to do so. However I do live in the real world and sometimes people have to be told what to do. I don't believe a man SHOULD have to pay for any expenses concerning a child that's is proven NOT his biologically. It boggles my mind to how and why a judge would order this foolishness. If a man who was thought to be the father wanted to continue to be in the child's life and wanted to financially commit then that SHOULD be his choice, and nobody else's. If this somehow becomes a law (Which I hope is unlikely) who will be held accountable for the false petition claims that will surely be found? For example what if a mother doesn't know who is the father. Is it fair that the man she think will take care of the baby be responsible for actually taking care of him?
